Syed Mahmood Jeelani possesses expertise in the Petrochemical Industries. He has earned a Master’s Degree in Applied Chemistry and an MBA in Marketing.
Throughout his career, Mr. Jeelani has accumulated over 34 years of invaluable experience in the gas industry, having worked with reputable organizations such as Sui Southern Gas Company Limited (SSGCL), USAID, QED, and IHS Purvin & Gertz UK.
He is a goal-oriented professional with a strong track record of achievements. His areas of expertise include the modification and management of the SSGCL pipeline network for various scenarios, the restructuring of the gas sector, and the preparation of crucial documents like the gas network code and Gas Sale and Purchase Agreements. Notably, he has been an integral part of the SSGCL Team involved in RLNG Swap and transportation arrangements. Moreover, Mr. Jeelani possesses a profound understanding of On-Shore and Off-Shore RLNG Terminals.

Khalid Saleem Ansari is a corporate lawyer who holds membership in the Karachi Bar Association and Sindh Bar Council. He boasts an impressive professional career spanning thirty-three years, during which he has adeptly handled matters pertaining to both local and international law.
Mr. Ansari has served as a Consultant at the Ministry of Law and Justice, Government of Pakistan. His experience extends to working with esteemed organizations such as Sui Southern Gas Company Limited, Dubash & Company, and Surridge and Beecheno. Notably, he has been a core member of a team responsible for drafting significant legal documents, including the Gas Theft Rules, Natural Gas Utility Companies Act, and proposed LNG rules. Furthermore, he played a crucial role as a team member representing SSGC in finalizing negotiations for Pakistan’s First-ever LSA (Liquified Natural Gas Sales Agreement).
Mr. Ansari possesses substantial expertise in various areas, including Human Resources, Procurement, Finance, Regulatory Affairs, Upstream and Downstream Gas Sale Purchase Agreements, contract drafting, legal documents such as Plaints and Affidavits, User Agreements, as well as Intellectual Property matters such as Trademarks, Copyrights, and Patents. His legal advice has been instrumental in assisting both local and multinational clients.
Beyond his legal pursuits, Mr. Ansari is an avid reader with a keen interest in history books. His extensive legal experience and commitment to his field make Khalid Saleem Ansari a notable figure in the corporate legal landscape.
Mr. Sohail Gulzar is a highly experienced former SNGPL officer who has accumulated over 35 years of invaluable and diversified experience in Gas Distribution Networks. He has held the position of Deputy Managing Director (DMD) at SNGPL.
During his tenure at SNGPL, Mr. Gulzar gained extensive experience and worked in various senior management positions for three and a half decades, including Senior General Manager (SGM) and DMD.
He is an expert in sales and marketing. He has worked with cement plants, powerhouses, and the sugar industry to fulfill their fuel requirements, such as Furnace oil, HSD, and Bulk Lubricants.
During his tenure with UGDC, he has been instrumental in developing marketing strategies to achieve the company’s objectives. He has successfully created General Sales Agreements for the company and executed various marketing campaigns to expand UGDC’s network of CNG owners. Additionally, he has played a key role in developing and training a highly capable marketing team to handle future responsibilities.
Furthermore, he has collaborated closely with the billing function and implemented a smart billing system at UGDC for improved efficiency and accuracy.
Zafar Mahmood has accumulated over 30 years of valuable and diverse experience in IT development and management, with significant contributions to utility companies like WAPDA and SNGPL.
During his tenure with WAPDA, he garnered extensive experience in upgrading IT systems, contributing to the enhancement of these systems. Similarly, he worked for two decades at SNGPL in various senior management positions. During his tenure, he played a pivotal role in modernizing SNGPL’s billing system, replacing the outdated system with the latest state-of-the-art Oracle customer care and billing system. His expertise extended to collaborating with national and international consultants on various projects, adding to his wealth of experience.
Muneeb Zia is a licensed attorney with over 25 years of legal experience and serves as the founding partner of a corporate law practice in Pakistan. He specializes in various legal domains, including acquisitions, contracts, commercial law, company law, energy law, foreign investment law, regulatory affairs, and trade law. He practices law in both Islamabad and Lahore and provides legal consultancy services to foreign companies and businesses.
Mr. Zia has a wide-ranging portfolio of legal work, including business setup, energy projects, investment contracts, joint ventures, oil and gas transactions, shareholders’ agreements, syndicated and project financing, supply and distribution contracts, as well as telecom and regulatory compliance. His recent projects notably involve transactions related to LNG import, re-gasification, and transportation, renewable energy projects, international distribution and sales, foreign business registration, mergers, and joint ventures. He has also handled several commercial arbitrations, representing both local and foreign clients, and has served as both counsel and arbitrator in such cases.
Furthermore, Mr. Zia has played a significant role in shaping regulatory frameworks and advising national Ministries and regulatory authorities in Pakistan on law reforms. His areas of expertise include anti-money laundering/combating the financing of terrorism (AML/CFT) laws, banking regulations, corporate law reforms, capital markets regulations, corporate restructuring, energy laws, and foreign direct investment regulations. He has acted as a domestic trainer and international assessor on AML/CFT laws and has provided training on various aspects of commercial and economic laws. He served as the lead counsel in the development of Pakistan’s national AML/CFT law and policy and represented Pakistan at various international forums. Mr. Zia is often consulted by organizations such as the World Bank, UNODC, USAID, IFC, and ADB for law reforms related to economic and financial laws. His recent work with the World Bank involved gas sector reforms, including the development of third-party access rules, gas network codes, regulatory licenses, LNG terminal regulations, and upstream legislation.
In addition to his legal practice, Mr. Zia has served as a visiting lecturer on business and commercial laws at prestigious academic institutions. He holds an LLM degree from London, UK, and BA and LLB degrees from Pakistan.
