Mr. Nauman Mehmood

Nauman Mahmood is a seasoned Chartered Accountant with over 20 years of experience in the energy sector. At present, he serves as Head of Corporate Finance in Universal Gas Distribution Company. His expertise spans energy sector consulting, project finance, private equity financing, business process re-engineering, transaction advisory, Public-Private Partnerships (PPP), and forensic audits.
His current roles include Director at EMP PPICL Limited, a private equity fund management company (since 2010), Senior Partner at NJHR Chartered Accountants (since 2019), and Managing Partner at RSM Pakistan, Chartered Accountants (since 1999). In this capacity, he was instrumental in developing Standard Operating Procedures (SOPs) for the company and conducting risk assessments of key agreements such as Gas Transportation Agreements (GTA), Gas Supply Agreements (GSA), Regasification agreements, and Gas Purchase Agreements (GPA). His responsibilities also encompassed overall financial management and securing financial arrangements from institutions.
Among his significant projects, he also acted as the Lead Expert for the development of the Prequalification Document (PQD) for the Private Power Infrastructure Board (PPIB) in 2014, a document subsequently adopted by PPIB for evaluating Statements of Qualifications (SOQs) under Pakistan’s Power Policy of 2012. He also played a critical role in 2010 in assessing circular debt and facilitating the establishment of Power Holding Private Limited, assisting the Ministry of Water and Power in quantifying the total circular debt resulting from government subsidies. Additionally, he served as the lead consultant for IESCO in 2015, where he developed a 5-year multi-year distribution tariff and successfully presented the tariff petition to NEPRA for final award.
